On January 3, 2013, Congressman Scott Garrett was sworn in to the United States House of Representatives, representing New Jersey’s 5th Congressional District. Since his election to Congress in 2002, Scott has burnished himself with a reputation as a leading advocate of tax relief and pro-growth economic policies, earning him awards and accolades from a number of national taxpayer and small business groups.

Ms. Meer is a partner in K&L Gates’ Washington, D.C. office and a member of the Investment Management practice group. She focuses her practice on private investment companies, including hedge and private equity funds, negotiated mergers and acquisitions of investment advisers and broker-dealers, derivatives and related areas.

Ms. Meer structures private funds as limited liability companies, limited partnerships, offshore corporations, common trust funds and business trusts, and prepares disclosure documents and organizational documents for such entities. She also advises investment advisers, private fund managers and investment companies on compliance issues, including under the Investment Advisers Act of 1940 and whether their commodity interest-related trading or advice would require them to register as commodity pool operators or commodity trading advisors.

During his tenure on Capitol Hill, Mr. Heimov was responsible for handling transportation, financial services, education, environment, foreign affairs and energy issues for the Congressman. As the Washington Chief of Staff he directed the Member’s political and legislative agenda in Washington. Prior to joining WSW in 2007, Mr. Heimov worked for three years at Dutko Worldwide (now Dutko-Grayling), a Washington Government Relations and Public Strategies firm where he worked with corporations, trade associations and non-profits to further their legislative and regulatory goals.

Mary Burke Baker is a government affairs advisor in the firm’s Washington, D.C. office. She focuses her practice on federal tax matters affecting businesses and individuals, including tax policy, tax administration, and technical tax issues. Prior to joining K&L Gates, Ms. Baker served on the Senate Committee on Finance for 6 years as a Georgetown Government Affairs Fellow/IRS Detailee. In that position, she worked on major tax bills; managed committee hearings; oversaw IRS policies, programs, and initiatives; and worked on tax reform measures. She also served in the Internal Revenue Service for more than 25 years in a variety of technical and management positions.
