HFA Symposium

The Hedge Fund Association together with representatives from the Consumer Financial Protection Bureau (CFPB) and Federal Housing Finance Agency (FHFA) discuss the overall impact of mortgage regulatory reform for 2014 and beyond. One of the key debates focuses on the impact of the Johnson-Crapo Bill and whether bipartisan support could be mobilized in time for the 2014 mid-year elections. The new securitization infrastructure and the credit risk sharing proposed by FHFA provides a provocative dialogue on how these reforms will alter the capital and secondary mortgage markets.

Significant changes in mortgage servicing are also front and center in the current ongoing debate. The Qualified Residential Mortgage (QRM) rule poses challenges and uncertainty to new market entrants. Costs and implementation challenges brought by new servicing rules may significantly impact borrowers’ access to mortgages.

Chris DiAngelo is managing partner of Katten's New York office and co-head of the Structured Finance and Securitization practice. He focuses his practice on structured finance and securitization matters. Chris represents a variety of clients, including issuers, lenders, underwriters and bond insurers, in a wide range of programs and projects involving asset-backed debt, municipal debt, straight corporate debt and equity, warehouse lines, regulatory matters and acquisitions.

He is a lead counsel to the Structured Finance Industry Group and outside counsel to a Washington, DC lobbying firm concentrating in financial services matters. Chris has testified before the US House Committee on Financial Services on the issues confronting the commercial real estate market, and frequently appears and provides commentary at industry forums on financial and regulatory matters. He has been recognized in the media as a leader in the field of capital markets and securitization. Prior to entering private practice, he was on the staff of the New York State Housing Finance Agency, a prominent municipal issuer.

Barbara has 30+ years of experience in all aspects of residential lending and has provided advisory services to a variety of capital markets participants. Armando Falcon, CEO of Falcon Capital Advisors LLC, is an expert on mortgage and real estate markets, financial services regulation, and corporate governance. He provides strategic consulting services to a wide range of clients on issues such as regulatory compliance, mortgage market strategy and regulatory reform, capital market financing, best practices assessments, and portfolio risk management.

He previously served as the Director of the Office of Federal Housing Enterprise Oversight (OFHEO) from 1999 – 2005. As Director, he served as the chief regulator for Fannie Mae and Freddie Mac, and played a key role in overseeing the U.S. secondary mortgage market and the stability of the U.S. housing finance system. During Mr. Falcon’s tenure, he transformed OFHEO from a small struggling agency into a strong respected regulator that was recognized by the Washington Post as a courageous and highly effective agency. Through his work at OFHEO, he is now credited with raising early warnings about the latent dangers in the US housing market.

Laurie Maggiano joined the Consumer Financial Protection Bureau (CFPB) in July of 2013 as Program Manager for Servicing and Secondary Markets in the Division of Research, Markets, and Regulations. Prior to the Bureau, Ms. Maggiano worked at the U.S. Department of the Treasury, where she served as the Director of Policy in the Office of Homeownership Preservation where she was one of the principal architects of the Making Home Affordable program, a nationwide foreclosure prevention program that helped form the basis for CFPB servicing rules.

Before moving to Treasury, Ms. Maggiano managed servicing policy at the U.S. Department of Housing and Urban Development. Additionally, she spent 20 years in the private sector as a director at Freddie Mac and as a senior vice president for two major mortgage banks on the West Coast. In 2011, Ms. Maggiano was honored with a lifetime achievement award for Leadership in Mortgage Servicing, and in 2012 and 2013 she was named by Housing Wire Magazine as a Woman of Influence in the mortgage industry.

Manoj Singh is an Associate Director in the Office of Strategic Initiatives at the Federal Housing Finance Agency (FHFA). He has had a long career in the financial industry in risk management and the mortgage business. Prior to joining FHFA, Manoj was the SVP and head of pricing and securitization at Freddie Mac. He also served as the SVP and head of market risk at Freddie before the pricing and securitization role. His career on Wall Street spanned roles in research and risk management at Lehman Brothers, Bear Stearns. and Wasserstein Perella.

Prior to joining Freddie Mac he was a Senior Managing Director in charge of firm-wide market risk analytics at Bear Stearns. Manoj started his career as an assistant professor of Finance at the Carroll School of Management at Boston College. He has a Bachelor’s in Mechanical Engineering from the Indian Institute of Technology and a Master’s in Engineering and a Ph.D. in Finance from Purdue University.
